so taken the arch liners out today, have no idea what it is but, it seems to be missing a bolt

That's the carbon canister mate and yes a bolt does appear to be missing/sheared off, although that's not mega important providing it's secure with the other 2 bolts in place.

The 3 bolts are very over engineered for the light canister that it is. I think they r 15mm m10
