wont pay up

How do i go about this.. I've bought a set of lights off someone on this forum and when they arrived they were smashed to bits and no use to anyone. I got in touch with the bloke on here and he said he would claim through the insurance which in his last email said they were going to pay out. Since then he wont answer my PM so all i can think is they payed out and hes keeping the cash and getting payed twice WHAT DO I DO?? pls help.
