Xenon Headlight problem.

Hi all don't know if there's another thread on this couldn't find one basically had a headlight out so I've investigated, the bulb In the xenon is blown so it's been changed, still not working, so checked the fuse which is blown? Changed the fuse gone to turn on again and it's blown the fuse again? What's the issue is it the ballast or something else? Could it be a wiring fault??

It'll be a short circuit somewhere in the lighting circuit.
