Front sides - minimum 70% Visible light transmission
Front windscreen - minimum 75 % VLT
Many (if not most) windows are tinted to this limit at the factory.
To stay legal the front windscreen can only have a minimum 75% light transmission. Front sides can only have a minimum of 70% light transmission.
In alot of cases and especially on modern motors, the factory tint is already at these limits.

I think I posted in another threat about the P21S. Basically it is a carnuba wax it is easy to apply and will give a fantastic deep glossy shine BUT it isnt very durable and only lasts about 2 weeks before you will need to reapply it.

Use a swirl remover like Meguiars scratch-x or 3M Swirl Mark Remover, or if the swirls and scratches are not too serious you could use a glaze/filler like 3M Imperial Hand Glaze to mask them. Follow with a good wax coat.

Meguiars Scratch X is supposed to be very good, although Ive not used it myself.
For less serious swirls I use 3M Imperial Hand Glaze (IHG) after polish and before waxing. Use the 3M website to find your nearest stockist.
I used to use Mer about 12 years ago when I first started driving, and stopped using it about 10 years ago. IIRC it is actually quite abrasive so I wouldnt use it to polish more than 2 or 3 times a year. In fact no polish should be used very often. Check out the bettercarcare.com link

T-cut could be a little harsh, depends how bad the scratches are.
See if you can see if you can find Meguiars Scratch X fine scratch & swirl remover its a polish specially formulated for removing those sort of marks. Then go over with a good wax or sealant.
