I’d assumed that was the dash light when they are on? But never seen that phrase before, no.

Passed this today and looks almost as sad as the house next door

Always used to pass it on the way to/back from work, put my hand up or flashed in one of the clios and basically got ignored every time. I assumed they aren't part of any of the Clio pages or communities

Yes, that’s what it is. IIRC they call them that to distinguish them from warning lights.
