personally I would fill the scratch with touch up paint, leave to dry and harden, wet sand to level the new paint and the old paint then machine polish... if done right it will look 100 times better
id try soaking with AG Tar and Glue or Autosmart Tardis or similar and see how you get on... failing that a good buffing or even a bit of wet sanding then polish to bring back the shine
3m polishes are really good but IMO depends on what type of paintwork you are doing... menzerna and meguiars are also very good products but its all down to personal preference and what works best for you
