@MarcB gave me a good tip when I did mine - before you start, put masking tape along the windscreen where the wiper blades are and draw a line along the blade on to the masking tape so you know the natural position of the wipers. Makes it a hundred times easier when refitting them.
No experience myself but there is a product called CeriGlass by Carpro and you can also get special glass pads for a polisher. It would probably take an eternity to get the scratches out though, if they even come out.
£40 for the product and pads + 3 hours work
Or just pay your windscreen...
