It doesn't run Windows. Runs a linux operating system made by Google. Everything is cloud/web based and is pretty much useless without a internet connection. Can't use iTunes on it i'm afraid https://support.google.com/chromebook/answer/3217385?hl=en-GB
Open the interior fuse box (passenger side next to the glove box) and pull the panel/cover off. You should see a picture of a light, it's that one I think. Should be a 20amp fuse. But that would also take the radio etc out so I can't see how that's your problem. Test the plug with a multimeter...
