Not difficult to repair if you've got a bearing press. If not, whack the hub off - take it to a garage, get them to press bearings out and in and refit your own hub.
You get a National B by doing a one day ARDS test, and completing (nb: not starting) six races to the satisfaction of the clerk of the course whereby you can remove your novice cross. I don't think you're allowed to do the 24hr as a Novice. Best to call up and check. One of those six races...
I use the Kodak zi8 as an in-car cam. Video quality is fantastic at 720p, sound is spot on too, even without an external mic. In the '5' you'd want an external mic put in somewhere out of the wind, or you'd just hear rushing air, but that'd be the case on any camera...
