Have you checked the fuse again after moving the ballast around as I had this where it kept blowing the fuse when I had a dodgy ballast. If not then yeah either loom or internals.
If you've swapped everything around and it all worked on the OS then it must be an issue with the loom or the headlight itself is goosed, do the side and main beam lights work on the NS headlight?
Re-bleed the whole system first, use a litre. If that doesn't work go out and find lose gravel or grass and fire the ABS 4-5 time then re-bleed the whole system again, repeat again if necessary. Get a 5L of Pagid 5.1 fluid from ECP as its peanuts and not bad for flushing.

You don't even need an ezi bleed kit, just get a jar with a hole in the lid, length of tube to fit snug over the nipple and just make sure there's enough brake fluid in the jar to start with so the end of the tube is always submerged, works a treat and much more effective over the cheap bleeding...

Definitely 1480mm for the OSR on the 182, measured them myself before fitting. You can just get the OSR from RPD for £32, use c.netfree for free delivery.

If you're selling don't bother doing the belts as a Cat C 182 will go for peanuts belts done or not unfortunately. I'd keep it, do the belts and make it a weekend/track slag.
If you only need the NSR then the ECP Pagid one fits as it's the correct length of 1420mm and is only £16. See below. If it's the OSR then Renault OE or Firstline if its long enough at 1480mm.
