If it's never worked for you and both panels are the same I guess you need to start checking the fuses and wiring are all ok. At that point I'd be sending it to an auto electrician personally 🤣. @RustyMojo is pretty handy with electrical gubbins so he can probably advise better if needed👍.

Diamond cut wheels always do this. Their doesn't even have to be damage to the clearcoat for corrosion to start. Have it refurbished but make sure it's a good place who have a lathe to skim the face properly.
