Whilst I agree with the chipping comments, and I'd not usually paint anything on a car unless its a last resort, the front grills on 172/182s goes blue instead of the usual faded black. All you do with any form of restorer is make it shiny blue instead of mat blue. IME.
I took mine off on the weekend. Washed it down with hot fairy liquid and water, left overnight to dry properly, painted with a can of satin black... Looks brand new!
Worth that all day long.
My dci 65 (87k, fsh, 54 plate) is advertised for £2295 and has had 3 phone calls in the first day. A dci 100 in that spec and colour is £2500 to sell all day long.

The car will benefit much more from spending the money elsewhere imo.

Personally, I'd just buy the best car I could for the money I had available. Regardless of it being a 65/80/100.
Lets be honest, you aren't buying it for out and out pace so IMO i'd try and buy something that needs little to no money spending on it.
You can try a new foam seal. (Remove the sunroof, scrape off the old one, refit the new one)
But the chances are it will be the main rubber seal in between the glass panel and the main frame.
On an old T reg car, i'd personally silicone it all shut. Make sure it's bone dry, open the sunroof...
