Insurance don't give a f**k about plates. What possible difference would a number plate make to the fact she ran into the back of you?
Its not necessarily a case of them not cleaning the panel properly before paint. Could be many things causing it, even something like moisture in the airline when it was being painted. It's nothing you've done though as it'll be coming from underneath the paint outward like rust does...
As it's not on gear changes I'd say he's putting the clutch in and blipping the throttle at a certain point in the rev range which causes it, my mate used to be able to do it back when we were 17 in his 1.4 PH1 LOL.
Won't work without a decat and a very non restrictive exhaust obviously.
Through the bonnet release cable grommet is where I did it on both my Mk2 Clios. Just move it over to one side of the hole and push the cable through the gap left.

As for colour, I'd be doing it either a nice deep bronze or a dark purple, something dark which will show off the finish properly once it's been flatted etc, but still light enough to stand out when it's dull outside.
You'd barely even notice the difference in fuel going from a 1.2 to a 1*2.

It can be done, but I wouldn't recommend it, especially to a novice. You'd have to key it all again after you'd finished polishing it with something very fine in order for the lacquer to take to it obviously, even then you could still run into problems with it reacting with whatever polished you...
You can't, is the simple answer. If you want a nice defined line between the painted and polished parts there is always going to be a line you can feel. There are certain types of masking you can use to minimise the line, but then it won't be as defined and neat. You could also lacquer the whole...
We get loads of these in at work, cool little motors. I like the ones with the funky colour schemes, I resprayed the mirrors/roof on one from black to fuschia pink, was pretty cool IMO :o.
