Having the standard tow eye in is illegal on the road when not being towed as it sticks out from the bumper, the strap is legal.

Open the drivers door, on the inside of the B pillar there's a white sticker. Take a photo of all the numbers inside the oval, post it up and I'll tell you what it is.
