For simples, Maybe use dreamweaver and use there templates (CSS maybe) Then get a hosting company, they will give numerous email addresses included with the URL etc. You can put a form on your website/page by using tools in dreamweaver and getting the form to send the details to your email.

there is also a masking tool in photoshop, so you would mask up the frame, then inverse it and delete. Its pretty simple. Or use the magic wand tool to select the frame(as its all white) and then click on the pedo bear layer(in the place you want it) and delete, thus leaving it looking like its...
