TomTom/Garmins are preloaded with speed camera database information - which includes blackspots and 'high risk' areas (van locations), but if for detection you would be better going for a road angel - however these require a subscription

+1 from multimeter, some wiring kits have s##t remote wires so possibly overstretched/ damaged?
Check '+' and remote for 12v, then if they're fine its your earth, personally i lifted carpet, drilled hole, sanded, bolted & silicon seal = bangtidy

chances are its the ballast/ignitor that has went - rare for xenons to blow. Mind and take out fuse before removing ignitor and let it discharge - or risk getting a shock - theres a reason y theres a hazard sign on it, piece of cake with bumper off/ lamp out.
