KB
Those make up the majority...
What problems are they having? The application compatibility toolkit will allow you to shim a lot of apps to have them work on Windows 7. There's also basic compatibility features available on the properties of the shortcut.

I have some for flying and love them. If you just want them for day-to-day use then there are better alternatives out there as the main USP of the Quiet Comforts is their noise reduction. Not a massive issue if you are sat in your house.
Windows RT Surface should do exactly what he needs if he isn't looking to install legacy Windows applications. The Surface Pro would come under budget when released but he'll need Office separately.
