Are you talking about upgrading to get XP mode? That will not work on Premium. Only Professional and Ultimate.

Open a command prompt and run "ipconfig /all" This will list the ip address of your machine. I believe the camera software is just showing the network over which its connected.

Ah, ok, wasn't sure how it was seen as a device. Most 32bit stuff should be seamless on 64bit as Windows has built in subsystem to do the translation (Wow64).

32bit software will still work but you will need 64bit drivers for the camera.

How are you convincing them to do that? Also Windows 8 is still pre-beta. You will not be getting the best performance and possibly limited hardware support.
