If it was mine, I'd be getting some 182 Xenons in there, along with an RS Grill, then just keep it mint to stand out from the rest...
The way it looks leads me to think it may have been poorly sprayed at one point, it doesn't look like damage to me, more like poor prepping. I could be wrong though, can never really tell properly from pics.

No, actually the liquid compound I mentioned is the finer version of G3. There's also nothing wrong with using it to remove that before polishing it up properly with something else if you're actually bothered...

Farecla G3 liquid compound on a microfibre cloth, bit of elbow grease. Bit of SRP or similiar over the top if you actually care about swirls.
Not if it's done by a good panel beater. Replacing the roof involves cutting, welding, removing the windscreen/tailgate/seals etc, much more scope for something to be half arsed or missed.
