From factory it wouldn't have been keyed. Only the Megane ones were keyed, so it has probably been done by the previous owner.
Safer having the keyway.

You can get enamel/epoxy based paint for doing the engine block, but it's expensive.
Eastwood Aluma Blast gives a nice aluminium looking paint finish on all the silver parts.

Heard a few Mégane guys say they're good.
Not much help mind, as I've no experience of them.
I'm happy with my Winmax W5, there's enough bite in them to lock up in the dry.
Probably more like sticking caliper than the actual cable.
You should be able to check to see if the arm of the handbrake behind the caliper is fully releasing.
Open diff.
Non of the RS Clios came with one, you'd think they would.
