It's blurry because you're holding it whilst the shutter is open for that length of time. It needs to be placed on something solid, or even better, a tripod. The shutter time being open longer lets more light in yes.
You need a tripod and a long exposure for night shots mate. Put it in S mode (Shutter Priority, and wind it down to maybe 15/30 seconds and see what you get.
It would just be nice to get a clean lap without one TBH. I know Time trial is the place to get a proper decent lap in without the distractions of other cars.
