If you pull the stalk as if you wanted to wash and wipe the front windscreen, do you get the front wipers working and the rear windscreen washed? If so, try swapping the pipes round on the washer pump.
I've looked in the Haynes manual for Mk2 Ph1s and can't see anything round by the aerial related to the immobiliser. The receiver for the infrared central locking is there though. Central locking on Clio II Ph1s uses infrared or radio waves. Do you know which yours uses?

Perhaps a loose connection somewhere then. May be the fuse or the connector for the pump isn't fully in. Does the stalk work perfectly for controlling the wipers?
It could be the pump. There's a small rubber valve inside that moves depending on the front or rear washers. The rubber may have expanded and be causing a blockage. To fix it, the pump has to be removed and disassembled. What age of Clio do you have? On mine, a Clio II Ph1, I had to remove the...
