    Go with Bell, put your mum/sis/aunt on the insurance. Excess at about £250-£350 (not reccomended but will bring it down) Do a quote for in the garage and then adjust it to the street. Belive it or not its cheaper for me to insure my car on the street than a 24 secured underground parking...
