the blower motor is located under the left handle scuttle panel if your standing in front of the car.
takes a little while and a bit of head scratching but you can get it out, iirc just a few screws holding it in and an electrical plug.
there's a very simple process on here somewhere on how to resync the key, something like hold the lock button on the dash for 5 secs then the immobiliser light stays on then press the key fob then the car unlocks and locks again to show its synced, might not be the right process though, best do...
the offset is whatever your brave enough to take on, the lower the numer the more they stick out.
the pcd is 4x100 for the clio and the centre bore is 60.1

take it out clean it, put it back and see if it carries on to be a problem, if its cleaned properly it should work without hitch.
