There must be ways of checking who a car belongs to based on the reg plate surely ? Highly illegal but I am sure it can be done if you know someone who can do it for you.

Why not go for the suspension pack and sell the wheels and get some Turinis or something ? The 182 Cup I drove felt better than my 172, if I was ordering a 182 I would get the suspension pack definitely then I would sell the wheels. Somebody would want them.
