Shouldn´t need tracking if the geometry was set up on a working balljoint.
Bolts that hold the joint to the hub can be a b**ch due to rust, but otherwise straight forward.
Time needed depends on your mechanical skills. I´d say 0.5-2h.

No, just a bit messy. Take the wheel(s) off, spray the rings with brake cleaner/degreaser and wipe them clean with a rag. Do not use any hard items on them (wire brush etc.). If that does not solve the problem get the car on a diagnostic machine and get the fault code read out.
