If you've had it three years it wont have been done. Its the safety catch, so in essence, the bonnets not been shut properly to start with if its on the safety latch. Just make sure its all free moving, as said they go sticky
Cheapest option would be springs. Something like H&R

These will drop it around 30mm on standard shocks. Bit of a compromise really as they are a bit crashy as they are not progressive, but do give a nice 'stance'

Ah hem....... Got to be BTM if your that way fella. BTW the dephaser is not part of any service schedule, up to you weather or not you think it should be done :) But i'd certainly get the cambelt/aux belt sorted asap!
Heatsheild tight? I'd put money on it if its not the exhaust. The wire for the lambda is metal sheathed iirc and it is routed round the sheild near the arb
