There's still a build limit though (which is annoying!). I'm just stocking up on resources and building large bases / defences at each settlement now. Finding it quite therapeutic ;)
Things like Strength, Charisma, Intelligence with a little luck. I then upgraded things such as lock picking, hacking and the ability to fast travel when over loaded with junk. It all depends how you want to play the game I guess!
Another tip: If you set up beacons, keep track as to which locations you did. I've gone back to find 15+ settlers standing around doing FA. So tend to send them to other settlements that have less people.

Tip: Lots of water pumps makes purified water in your workshop that you can sell (keeps the money coming in!). Also noticed the pumps / weapons fail when it rains, so most of it is under now cover. But its still a work in progress.

Also at the same level as you and think I'm getting close to the final storyline, but trying to hold off as long as I can;)
I've found the Power Armour more useful when going out to collect loads of junk.
Levelling up allows you to select more perks, improving your capabilities as you progress through the story. I've done it through doing loads of side missions (killing, unlocking etc). Don't rush the story, enjoy it :)
Stick one of those radio masts in the larger settlements. That will encourage settlers to turn up. You can then divert them to other settlements that are lower on population.
Another tip is when you get to the Island, build the large water pumps. That will create a faster income of water which...
