Right so I can't get a straight answer via google, and couldn't find anything via search, I am considering changing my steering wheel to one without an airbag but what do I need to do to make sure it will pass its mot? Also I know I must tell insurance company about it too.

The thing with bras is they cover things up that shouldn't be. If you get one you'll look at your car and rip it off quicker than your missus's.

Can you get the other bolts off or are they all the same? If you can then you might be able to grab what's left with some grips or weld a nut to what's left and wind it out. I'd leave welding a nut to it as a last resort though. Do you have a pic of the snapped bolt?
