Yes. 21" for both sides. Had them two weeks and they are fine. Some guys on the VW forum I go on moan about them squealing, but they moan about every little issue. Fuds.
Yes. Any Ph2 rear lights will fit on a Ph1. You will need to do some re-wiring. There is a guide in the guides section (which you need to pay £10 to see).

XL tyres are for heavier cars. So your big saloons, MPVs and the like. Not sure if it actually stands for extra load, but i'm sure that's what they are for. You don't need them on a Clio.

Have a look on eBay for 501 led bulbs, white. They are a close match apparently. The other option is just to remove the sidelights and roll without.
Why don't you move money from the ISA into your account, pay the insurance off in full, then pay back the money into your ISA each month. That way, money in the ISA and no interest paid. Or, 0% credit card and no interest paid either. Paying £200+ interest because you can't be bothered is mental.
