my boss at work has done this. no problems as you can drive the car on its N.Ire registration whilst its pending change through the DVLA. essentially the same process as changing to/from a private plate. however i believe he also had to have it MOT'd at the same time.
megane would be a good bet.
but the car your talking about sounds like a 1.4 sport which has the dual optic headlights, which would be a nice car. however if you could get a bit more cash and look privately you could easily get a fairly new 1.4 for £4500
cant remember who has it now, but there is a colour coded cyclone on here and it looks 10x better. i'd definetely get it done.

wet sanding it better as it stops the paper from clogging and damaging the paint.

could be your rear drums are a little shagged, but usually its because they're dust sealed and in need of a clean.
you can do it yourself, you need to strip down the drums and apply some brake cleaner and then allow it to fully dry and then reassemble them. or you can take it to a garage who...
post a pic of the rear spring so i can see if they've changed it from the linear one i had in my set. if they havent changed it to something that resembles the eibach/H&R setup i'd send them back
