    I know it's obvious, but have you also checked the fuse? You're right, shorting 1 & 5 on the plug should get the heater fan running.

    I would drop that original idea, it's expensive and probably find you will be paying import duties when it arrives from the States too. Most(all?) generic OBD2 readers will only diagnose engine related problems on the Clio.
