Really? I dropped mine from more than that, it bounced, landed and fully sunmerged into a puddle. Works perfectly, except for a nasty dent on the side.
If you were using a standard rotary polisher, then as FM said, sounds like you've burnt through. If it was a deep scratch (ie: one you could catch with your fingernail with no problem), polishing would not have helped, so you would have had to get it painted anyway

True. I didn't read that only part of the wheel was like this. Out of curiosity, what colour is the whels going? If it's black, I wouldn't worry too much about minor imperfections. It's silver that will show up everything.
Use a bit if thinners to remove it all, apply a very very light haze of primer, leave it to dry for 10 mins, then apply a slightly thicker coat, do the same again and keep builing up in very light coats untill you've covered the repair/wheel
At the moment, your primer is reacting and cracking...
£1200 seems a bit over prices to me. I own a bodyshop, if I were you, I'd go down the scrappies and find a second hand bootlid and back bumper. I repaired a dynamique and sourced a silver bootlid, with glass and spoiler for £70. You'll get a bumper off ebay for £20 max. Get those bits yourself...
It's just 4 bolts matey. Easiest panel you can remove IMO. Just remember to unplug the washer jets. You'll need someone to help you lift it though.
