Get some hosting with CPanel and Fantastico (very common to have this on CPanel) and it will set up a forum for you in a matter of minutes without any technical know how.

TGhere is a number of things you can do, which will provide privacy and/or stop them reducing your speed on torrents -
Changed the ports that your torrent client runs through and open these on your firewall.

I used GiffGaff for a month. The internet was crap and I left. Was on Vodafone before and I always got my e-mails through etc. It seemed like GIffGaffs internet wasn't "always on" and spent 10- seconds every time I wanted a webpage like it had to connect. Soon left and went back to Voda.
