I think I remember reading somewhere it's to stop a build up of crud causing the light pattern to be affected. So in effect cleaning the headlights should stop the pattern becoming deformed and blinding on-coming drivers.

On that budget I would be looking at a Ph1 172. A Ph2 will more than likely be a dog. Running costs aren't too bad. I get around 35mpg in mine. Tax I think is £215 for 12 months.
