Are you sure? XP used to let you delete and create partitions...
Edit: I'm looking at a screenshot of the beta version and the screen that lets you choose the partition to install to has a delete and create option...
Reading around it could be a partition issue.
Do you have any existing partitions on this drive? Does the Vista pre-install setup allow you to create / delete partitions? I believe you need to install it to a partition, however people have had trouble installing to a partition made using other...
Dad's always having problems but that doesn't seem to put him off!
Only recently managed to get him to dump Norton in favour of Avast when he got a virus that Norton couldn't get rid of.
Trying to convince my dad to try it, I'm about to upgrade his machine and he's got a dodgy copy of XP on it, so wants to buy a new copy.

Do you have a CD for the motherboard with USB drivers on? and if so, have you installed them?
Also, try a different USB port in case the one you are using is having problems.

Building your own is still worth it, only real way to get the exact spec you want using the brands you want. Worth it even more so if you're upgrading, instead of buying everything new you can reuse bits like the PSU...
