What type of mouse are you after? Bog standard 2 button and wheel, multi button, gaming, a mixture?

It's more than likely the amount of background crap you have running. Going through what is loading on startup and then rebooting should help that. Like I say, tune-up utilities is good for that.

CCleaner and Tune-up utilities will remove a lot of crap and fix broken stuff.
AVG is a free antivirus program that's lighter weight than McAfee and arguably better at detecting viruses.
As well as CCleaner you could try Tuneup Utilites 2007. They have a free trial on their site. It makes sorting your startup easy as it explains what most entries are for.

Do not waste your money having it looked at. They won't do anything you couldn't do yourself.
Scan for viruses with a decent checker.
Scan for spyware and malware.
Uninstall stuff you don't use.
Check your startup items and remove stuff you don't use or need.
Check your registry structure...
Cost you around £60 for Vista Premium OEM, less for Basic and more for non OEM.
Dunno if it's worth it, using XP here. I believe you need it to play DX10 games(?)

For compatibility it might be best to junk the memory you both have and give yourself 1024MB each. (1x 1024MB or 2x 512MB)
That one you linked to is onboard which can be turned off in the BIOS. It mentions PCIE which means you could use a modern video card in there.
The processor that comes with that one is hardly great though. It's a 1900MHz single core.
