"Upgrade" isn't really any option in your case.
A new system can be built on a fairly respectable budget. It all depends on A, What you are going to use the PC for and B, How much you want to spend.

Some motherboards have an onboard GPU, most don't. What exactly have you connected the monitor cable to?!?!

Depends on your DVD player.
Any decent DVD player will play DIVX/XVID files as well so providing the movie you have on you PC is in that format you can simply burn a data disc and stick it in the DVD player.
Alternatively you'll need to convert the movie to DVD (vob) format.
