Judging by the interior I'd say it's a track/promo car of some sort, which makes it cool.
Looks more like a matt black wrap over orange paint, the finish on the orange looks a bit too good to be a wrap.

Thought that said W33 FRL at first, that used to be on a black Clio that drove around Falkirk all the time, was owned by some girl I had on Bebo (LOL) who was half naked in most of her pics.
One of the reasons causing it to "kangaroo" will be the after market exhaust, as soon as you alter the exhaust in any way on a 197/200 they develop a noticeable flat spot at around 2500rpm.

Please don't let chips away or any smart repair company near it. A couple of little scratches are a lot less likely to put a buyer off a car than paint work that looks like it was performed by a blindfolded five year old, especially LY.
It is indeed a bit of plastic attached to the bottom of the bumper. Other manufacturers' splitters can sometimes fit due to them being a similar size/shape or being flexible enough to fit the Clio bumper.
If your car has the Cup spoiler, it should also have the Cup splitter, but a lot of them...
Remember that even if you do buy a second hand door, there's still a chance it may not match your car if there is more than one shade of Arctic Blue. Never painted it before so not sure if there is or not.
Any non metallic black will be fine tbh. My spoiler and old wheels are painted 2 different blacks, both not Renault colours, and never in a million years would even the most anal person notice a difference between either of them and the rest of the bits.
I love that. Especially the fact the paint is a good excuse not to clean it, although I reckon a lot of it is just patter on Renault's part to cover their arse should any problems start to arise in the next few years.
