Sounds like bots in that case.
Whatever site/forum your using isn't filtering them properly so it's relatively easy for them to register. Most websites/forum will use something like CAPTCHA or ask you to answer a question which "normally" is sufficient to filter out the real humans from the bots.
The forum is vBulletin yes.
Give me an example of the sort of think being sent via PM.

I could be wrong but I'm sure there's a website that will allow you to test/run a website that's in development through a larg range of browsers to check for compatibility. Sounds like that would be ideal for you.
