You should have a program on your pc called frontpage. Dreamweaver I've heard is the best choice though. That's about as much help as I can give you on editors as I've been hand coding for almost 8 years, so don't know any other WYSIWYG's

You need to create the pages in html. Can't make a site on powerpoint (unless that's got a html convertor on it?). Once it's in html, you'll need a host. Can find plenty of free ones if you're short on cash, or if it's not a professional site. Once you've got a host, ftp the html files...
