I've always been a bit confused by the names for weights... I assume kerb weight to mean everything included. The book figure is 1021 Kg.
ph2 172 is 1110kg
ph2 182 is 1090kg
ph2 182 Cup is 1070kg
ph1 172 is 1035kg iirc
Oh and certainly the D40 lacks a few features that the 400d has.. but in terms of pictures, unless you were blowing up to A3 and beyond I doubt the pixel count makes any odds.
The D80 is about on par with the 400d according to dpreview.

Personally I don't like the way the Nikons I've used process images. Falsely over-saturated inmho, but that could well be a plus for some people!

182 Cup has Cruise Control, but only manual AC. The only thing it has that the 182 Full Fat doesn't is sunday market upholstery and a steering wheel from the bottom of the range Clio.
It's 20kg lighter, which is approx half a tank of fuel.
That's why I said 'by and large'.
Like for like a car 89kg lighter is going to be quicker, no matter how insignificant. But in my experience you're right, the biggest difference can be whether or not you get a good engine in the first place.
The Cup does handle 'better' imho. Feels...

Throttle response on my FF was increased massively with decat/GrpN ECU.
The 172 Cup, by and large, is the quicker car though. But not by much.
What did we do before air bags? Before side impact bars? Before crumple zones? Argue all you like, but ABS is one of the most important car safety features of the last 50 years, whether you consider it a necessity or not.
My 172 decat cost me £40 to get fitted at a local garage and that's a bit of a b*****d to do. The 182 is a piece of piss. If you can operate a spanner you can do it youself.
A garage should charge you no more than £20 for doing a 182. Seriously.
