Can't say I've seen that. A few things:
Do you have it set to Auto?
Are you also sure that the AC button is lit?
Is this from when you first start the car? As it will take a short time to pump out cold air
Have you got it set to cycle the air? If so turn it off the cycle function.
My doesn't let me drive normally. I've used it in the past when I've got some old bill behind me, but it's a dog when trying to build speed up, especially from a standing start. It's like driving a sub 1.0L car when pulling away from traffic lights with it set.
Sure you haven't got something trapped in the door like a seatbelt? It did that to me when I did that once. Although, I'm not exactly sure how many times it beeped but it did. But if it's constantly happening I doubt it's that!
They got cheap enough for chavvy types to get hold of them , they subsequently write them off, which means there's more demand that supply which drives the prices up, plus they went cheap because of the 197 coming out but they're crap so even more demand for the 1*2s.

Blimey can't believe so much damage occurs, and this is only a small subset of the total population. Quite a big problem!
I've (touch wood) been fortunate upto now, can't think of anything I've had done to mine, I've never even had a car park dent.
Most sites will have hacks all over the place lol. However, I just had to do a website where I could not do any conditional tests. Worked out OK though.
Out of interest, why would you want that on IE7 only?
