You're downloading parts from other people's machines. It depends on what speeds they're uploading at, how many people you're downloading from and how many other people are downloading from them.

Don't know about classics, but I find Easynews great (Don't take my word as gospel though, as I've only ever used Easynews). Works out about £5.50 a month for 20Gb.
