The only way that your ISP would possibly know is the MAC address that your using, but then again your paying for the connection to the internet and if you choose to share it with other devices then that's your choice.
They do have limits but the chance of you reaching it is highly unlikely.
Windows won't boot if you don't have one so it must be there. Not sure what to suggest if you can't find it in the root of your Windows hard drive and all files are visable. Have you disabled 'Hide protected operating system files (Recommended)'?
I reckon I'd be right in saying it's the boot.ini that needs changing;
"multi(0)disk(0)rdisk(0)partition(1)\WINDOWS=..."
I think it's the second zero that needs changing if it's not the 'first' drive.

When the program is open the bigger the square the more space it takes and hover over it and it tells you what it is if i can remember right. Brilliant tool.
Don't get rid of "C:\System Volume Information" that's a folder that Windows uses.
List some of the files that are in the Upload folder, I've done a search and it might be Spyware.
I think that's the one that technically is a saviour when it comes to mobile data in corporations because the ones now when the battery goes flat it wipes the device but I think this keeps the data if this is the right one.

Some programs let you copy across but as a rule you can't, this is because when programs install they add values to the registry and these won't be copied across when you drag and drop.
This can happen, the computer seems to have a personality sometimes and can be very strange to people.
For the start up do the following to see if everything is loading:
Start -> Run -> type 'msconfig' -> the right tab (start up) should have those things ticked.
1) The best way is to connect the hard drive of the old machine to your new machine but this is harder with a laptop hard drive. The other main option I would say is buy a USB hard drive and transfer all the data that you want onto that.
2)Not too sure what your getting at with the wireless...
