Yep, need both tools. Lock it all up, remove everything, then you can make sure it all goes back as required.
If you're taking the dephaser off, need a 14mm (iirc) allen key for it's oil seal cap..

Did the service include cambelt change?
If not, and all they did was an oil change etc, then it's one of those things unfortunately and they can't really be held responsible. If they did the cambelt, i'd say you've got a case in blaming them...,

I have a Play 5 and a Play 1. Quality bits of kit.
Not cheap though as said..
For a restaurant where i assume it's not going to be pumping, Play 1's are more than enough.
try what Bloke said with the key.
Need the immobiliser light to go out properly before it'll fire.
As said though, it should still crank a couple of turns and then give up (if it was just the immobiliser).
Give the starter motor a whack, or put it in gear and rock the car back and forward...
