It may well be then that he's had a few test drivers, and got fed up with it, but the fact he's saying you aren't allowed to test drive it even with test plates, if true, would not change even if you had left a deposit, so I'm not sure why he'd say that unless he just isn't comfortable with you...
If that broken injector's leaking fuel then I wouldn't run the engine for what I'd hope are fairly obvious reasons.
