There are a load of things to look for.. way too many to list, but a lot are obvious like rust, accident damage etc..
I thought Golf 2.0 16vs would be quicker than RSis.. could be wrong tho.
You had exactly the same wanted spec as me.. when I was looking.
After traveling miles across the country, and seeing absolute sheds (I was looking at £2500/£3000 Valvers, too..) I gave up and started looking for a Williams. (On advice of, um, everyone.. heh)

Personally, Id pay about £300 and get a CAT1 installed at a proper car alarm place.
Toad Ai606 or Clifford Concept 300 or even the new 650.
All about £250 - £400.
I know its expensive, but for the piece of mind.. its worth it imo.

They wont insure me on a Williams..

Well, yea.. but if they dont have a cover note in the post.. then you could be in trouble.
I know I could drive as soon as I paid for the insurance.. even tho the docs came 2 days later.. but thats Elephant.. the bloke told me I could.. and on the cover note I did get, did say the time and...

And depending on the car, its quite steep.. as it goes up by percentage relating to the risk of the car or something, heh. So, when he told me that, I took it as: "Lowering a 1.2 wont cost as much as lowering a 2.0"
But laser is line of sight.. be pretty rare for something to set it off I would have thought unless its being fired straight at it!

When I got insurance for Williams, he said "Ok, youll be insured from 11:25am" which was like, in 5 mins.. they then sent me a temporary cover note through.. and then the proper one like 3 weeks later.
The problem is, and its the same for the Mk1 Clio aswell, Renault did a mint job to start with.. standard lights look nice.. heh.
Mk1 Phase2s, and Mk2 Phase2 lights look mint..
If you *have* to change them, the black lexus lights look nice on a black dynamique - Fred has them..
The alarm will probably go mental when the turbo timer turns off and the engine stops.. think you might have to get a Clifford Turbo Timer or something.. or, maybe the Clifford can be told about it? Dunno...
