It will be fine hanging there. Its clipped onto the airbox and (I assume you have an arch liner).. this keeps it from dropping onto the road.
To me, it felt like with the caf left in, there was more response at 2-3k revs and more drivable, if a little strangled at the top end.

I don't quite know how to explain it, but this happened on my grandad's clio. In the door shut on the car side theres a screw (about t50 torx). Tighten it.
