Not a massive difference. I've not driven a 172cup, but the 182's don't feel that different to the 172's. The only one that feels vastly different is the Trophy.
I've owned 2 182's and 3 172's. The quickest was my first 172, the others all fairly equal. The 182's are a bit better to drive as standard, but they are also about 10% less economical on fuel (32mpg vs 35mpg), and the exhausts are more expensive when (not if) they break. Personally, I'd get a...
Not done the switch, but I'd go for a pre-evo m3. Less likely to have vanos issues, and they normally make close to book power, the evo's are usually under book.
Only the ph1 has different gear ratios. There's no difference in pace between the ph2 172 and the 182. Power delivery is slightly different, end result is the same.
